Level 2 electric vehicle supply equipment (EVSE) provides charging through a 240 V AC plug. Level 2 adds about 10 to 60 miles of range to a vehicle per hour of charging time, making it far more convenient than standard 120 V AC charging, which adds about 2 to 5 miles per hour of charging. Additionally, level 2 charging is a more energy-efficient method of charging, as most EV have on-board components that require additional electricity the entire time the EV is plugged in.

Through Delmarva Power’s EVsmart Program, you may be eligible for a $300 rebate when you install a qualified Level 2 smart charger for your home.
  • Level 2 chargers are four to six times faster than using a standard home outlet.
  • More efficient charging than standard outlet (120V) charging.
  • Many units come with additional controls, such as timers and wifi connectivity.

The Inflation Reduction Act invests $1 billion to replace existing non-zero-emission heavy-duty vehicles with zero-emission vehicles, support zero-emission vehicle infrastructure, and to train and develop workers. The EPA will offer funding to eligible recipients to replace existing non-zero-emission Class 6 and 7 heavy-duty vehicles with eligible Class 6 and 7 zero-emission vehicles.

The Diesel Emissions Reduction Act (DERA) Program funds grants and rebates that protect human health and improve air quality by reducing harmful emissions from diesel engines. The program solicits applications for projects that achieve significant reductions in diesel emissions and exposure, particularly from fleets operating in areas designated by the Administrator as poor air quality areas.

Businesses and tax-exempt organizations that buy a qualified commercial clean vehicle may qualify for a clean vehicle tax credit of up to $40,000 under Internal Revenue Code (IRC) 45W. The credit equals the lesser of:

• 15% of your basis in the vehicle (30% if the vehicle is not powered by gas or diesel)
• The incremental cost of the vehicle

Qualified vehicles with gross vehicle weight ratings (GVWRs) of under 14,000 pounds have a maximum credit of $7,500.

Plug-in electric vehicles must draw significant propulsion from an electric motor with a battery capacity of at least:

• 7 kilowatt hours if the gross vehicle weight rating (GVWR) is under 14,000 pounds
• 15 kilowatt hours if the GVWR is 14,000 pounds or more
  • Businesses and tax-exempt organizations qualify for the credit

Businesses are eligible to receive a Federal Tax Credit for alternative fueling infrastructure including EV charging stations. Tax credits for qualified alternative fueling infrastructure are up to 30% of the cost to purchase and install the infrastructure. Fueling station owners who install qualified equipment at multiple sites are allowed to use the credit towards each location. Consult with your tax professional to see how these credits apply to your business.

Federal Transit Administration Grant Programs

FTA provides grants to local public transit systems, including buses, subways, light rail, commuter rail, trolleys and ferries. Since 1964, FTA has partnered with state and local governments to create and enhance public transportation systems, investing more than $13 billion annually to support and expand public transit services. FTA provides annual formula grants to transit agencies nationwide as well as discretionary funding in competitive processes.

The Bipartisan Infrastructure Law, as enacted in the Infrastructure Investment and Jobs Act, was signed into law by President Biden in November 2021 and is the largest federal investment in public transportation in the nation’s history. The legislation reauthorizes surface transportation programs for FY 2022-2026 and provides advance appropriations for certain programs. The Bipartisan Infrastructure Law authorizes up to $108 billion to support federal public transportation programs, including $91 billion in guaranteed funding.

Maryland Electric Vehicle Supply Equipment (EVSE) Rebate Program

MEA is working with Marylanders to expand the State's growing electric vehicle recharging infrastructure through the Electric Vehicle Supply Equipment Rebate Program 2.0.

Through the program, residents, governments and businesses can acquire a state rebate for purchasing or installing an electric vehicle charging station, known as Electric Vehicle Supply Equipment (EVSE). In order to receive these rebates, eligible participants must apply with MEA, which will issue rebates on a first-c​ome, first-served basis.

Maryland High Occupancy Vehicle (HOV) Permit for Plug-in Electric Vehicles

Drivers of plug-in electric vehicles, titled and registered in Maryland, will be allowed to use the HOV lanes in Maryland regardless of the number of passengers, providing they obtain and display an HOV permit on the vehicle.

For a plug- in electric: The vehicle owner(s) must complete the Application for Plug-in Electric Vehicle HOV Permit (form VR-335).

Virginia Electric Vehicle Rebate Program

b'New Electric Vehicles
Beginning January 1, 2022, a resident of the Commonwealth who purchases a new electric motor vehicle from a participating dealer shall be eligible for a rebate of $2,500. A qualified resident of the Commonwealth who purchases such vehicle shall also be eligible for an additional $2,000 enhanced rebate.

Used Electric Vehicles
Beginning January 1, 2022, a resident of the Commonwealth who purchases a used electric motor vehicle from a participating dealer with a sale price as provided by [58.1-2401] of not more than $25,000 shall be eligible for a rebate of $2,500. A qualified resident of the Commonwealth who purchases such vehicle shall also be eligible for an additional $2,000 enhanced rebate.

Federal Airport Zero Emission Vehicle (ZEV) and Infrastructure Incentives

The Airport Zero Emissions Vehicle (ZEV) and Infrastructure Pilot Program improves airport air quality and facilitates use of zero emissions technologies at airports. Created in 2012, the program allows airport sponsors to use Airport Improvement Program (AIP) funds to purchase ZEVs and to construct or modify infrastructure needed to use ZEVs.

Grant funding must be used for airport-owned, on-road vehicles used exclusively for airport purposes. Vehicles and infrastructure must meet the Federal Aviation Administration's Airport Improvement Program requirements, including Buy American requirements.

Program details: You may be eligible for a one-time excise tax credit, up to $3000.00, when you purchase a qualifying plug-in electric vehicle. Effective July 1, 2023 through July 1, 2027, an individual may be entitled to receive an excise tax credit on a qualifying plug-in electric vehicle regardless of whether they own or lease the vehicle. Business entities may also qualify for the tax credit on up to ten vehicles.
  • The criteria for a qualifying plug-in electric vehicle are as follows:
  • The vehicle must be primarily for use on public streets, roads and highways.
  • The vehicle cannot be modified from manufacturer's specifications.
  • Must be a new vehicle titled for the first time between July 1, 2023 and July 1, 2027.
  • The vehicle must be acquired for use by the taxpayer, and not for resale.
  • The vehicle must be capable of recharge from external source of electricity.
  • Has a battery capacity of at least 4.0 kilowatt-hours.
  • Has a total purchase price not exceeding $50,000.

Delaware Clean Vehicle Rebate Program

The Clean Vehicle Rebate Program provides incentives for Delawareans and Delaware businesses to buy or lease new alternative fuel vehicles.

The vehicle rebate program encourages the deployment of electric, natural gas, and propane-powered vehicles as part of Delaware’s commitment to innovation in the transportation sector, reducing greenhouse gases, and improving Delaware’s air quality.
  • The Delaware Clean Vehicle Rebate is not a tax credit. It is a cash rebate that must be applied for within 90 days of the vehicle’s purchase.
  • Rebates are for vehicles purchased May 1, 2024 or later.
  • Be sure to check program website to ensure funding is still available before making a purchase.

*To be eligible for a rebate, the total vehicle price cannot exceed the amounts listed above. The total vehicle price is the final purchase price including added features, equipment and extended warranties. Taxes, tags, rebates, incentives, and trade-ins are not included as part of the total vehicle price.
